Accessibility Statement for the Office for Nuclear Regulation dutyholder portal
This accessibility statement applies to the ONR’s dutyholder portal.
This website is run by the Office for Nuclear Regulation (ONR). We want as many people as possible to be able to use this website. For example, that means you should be able to:
• change colours, contrast levels and fonts
• navigate most of the website using just a keyboard
• navigate most of the website using speech recognition software
• listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website are not fully accessible. The main issues are:
Issues affecting screen reader users
• There are some gaps in the heading levels.
• Tables provide the ability to sort column data but this is not available to screen reader users
Issues affecting keyboard navigation
Some of these issues will also affect screen reader users.
• On some pages a focus indicator is missing on the pagination.
• On some pages, tool tips cannot be dismissed with a keyboard alone.
Issues affecting people with low vision or colour perception impairment
• When the page is zoomed in up to 400%, scrolling occurs in both directions.
Issues affecting people with a cognitive impairment or disability
• Instructions have been provided which are not persistent

Technical information about this website’s accessibility
ONR is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons. We plan to fix all the issues by 01 05 2024.
Non-compliance with the accessibility regulations
• Success Citerion (SC) 2.4.7 (Focus Visible): An obvious focus indicator was missing on the pagination. This may make it difficult for sighted people using keyboards to navigate around the page.
• SC 1.4.10 (Reflow): Scrolling occurred in both directions when the page is zoomed in up to 400%.
• SC 1.4.13 (Content on Hover or Focus) Additional content was provided when users hover over buttons, but this cannot be dismissed with a keyboard alone.
• SC 1.3.1 (Info & Relationships): Heading levels caused a gap in the structure of the page, people using assistive technologies may rely on headings to understand the structure of the page.
• SC 1.3.1 (Info & Relationships): Sortable tables had not been marked up correctly meaning it was not easy to identify tables are sortable with a screen reader.
• SC 3.3.2 (Labels or Instructions): The incident date and time format is provided as a placeholder, however once a user starts typing it disappears, some users may not remember the format and would benefit from a persistent label.
What we’re doing to improve accessibility
We aim to improve accessibility on the portal with each progressive software release if it is possible to do so without undue burden.
